Section 25(iv) in Mizoram (Finance and Accounts Service) Rules, 1991
(iv)A member of the service in the Junior Administrative Grade shall be eligible for appointment to the Selection Grade after he has served in the Junior Administrative Grade for a minimum period of 5 years subject to his ability, integrity and character.
