Section 10 in The Orissa (State) Council of Culture Rules, 1990
10. Joint Secretary.
(1)The Chairman may nominate a person or functionary to act as the Joint Secretary of the State Council, from time to time.(2)The Joint Secretary of the State Council shall.(a)assist the Member-Director and the Member-Secretary in all Matters;(b)be in charge of the funds, accounts, records and documents of the State Council; and(c)exercise such powers and perform such functions as may be delegated to him by the Member-Director from time to time.Funds of the State Council
