Section 769(a) in Police Regulations, Bengal , 1943
(a)No outsiders shall be employed in leave vacancies in offices where a leave reserve is sanctioned. In offices in which no leave reserve is sanctioned the Superintendent may appoint outsiders in leave vacancies longer than 15 days but not exceeding six months.
