(3)The operating charge includes fee for scheduling and system operation, energy accounting, fee for affecting revisions in schedule on bona fide grounds and collection and disbursement of charges. The operating charges collected by the State Load Despatch Centre in accordance with Clause (2) shall be in addition to fees and charges specified by the Commission under clause (1) of this Regulation.
