Section 21B(i) in The Bihar Co-operative Societies Rules, 1959
(i)the Registrar, Co-operative Societies, or an officer not below the rank of Joint Registrar/Co-operative Societies authorised by him in respect, of Apex Societies or class of Co-operative Societies as may be specified by the Registrar;
