15. Meetings. -
(1)The Council shall hold its meetings at such intervals and at such places as may be provided by regulations.(2)No business shall be transacted at any meeting of the Council unless a quorum of five members be present.(3)Save as provided in clause (6) of sub-section (2) of section 21, all questions arising at any meeting shall be decided by votes of the majority of the members present and voting and, in the case of an equality of votes, by the casting vote of the President or, his absence, of the member presiding at the meeting.
