(1)Every notice or bill issued or prepared under any Section of this at shall be served or presented :(a)by delivering or tendering it or sending it by post to the person to whom it is addressed, or his agent; or(b)if such a person or his agent is not found, then by leaving it at his usual or last known place of abode or by delivering or tendering it to some adult male member of his family or by causing it to be fixed on some conspicuous part of the building or land, if any, to which it relates.
