Section 23(2) in The Najafgarh Marketing Committee Bye-Laws, 2004
(2)A licence shall automatically stand cancelled, if it is transferred or sub-let or assigned. The decision of the Committee, whether a licence was transferred, sub-let or assigned, shall be final.
