Section 14(a) in The Orissa Subordinate Statistics and Economics Service Rules, 1994
(a)Persons appointed to the post of Statistical Investigator by promotion and by direct recruitment shall be ranked inter se in the order in which their names appear in the respective lists prepared under these rules :
