Section 4(2) in Bihar State Universities (Patna, University of Bihar, Bhagalpur and Ranchi) Act, 1960
(2)To hold examinations and to grant and confer degrees, diploma and certificates and other academic distinctions to and on persons who-(a)Shall have pursued an approved course of study in the University and shall have passed the examinations of the University, under conditions laid down in the Statutes, the Ordinances or the Regulations ;(b)Are teaches, librarians and laboratory assistants in educational institutions or any other persons under such conditions as may be prescribed in the Statutes, the Ordinances and the Regulations and shall have passed the examination of the University, under like conditions ; or
