Section 289(6) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(6)Candidates for promotion to the Engineering and Electrical Branches only shall pass the preliminary examination for Upper Yardmen of the respective branches, before they are eligible to appear before a Preliminary Selection Board. The examination shall normally be held in January each year and once passed, need not be taken again. If a sailor who has passed the Preliminary Examination for Upper Yardmen (E) or Upper Yardmen (L), fails to be selected for further training at any stage, he shall be regarded as qualified educationally for promotion to Branch List but shall be required to take the annual Preliminary Professional Examination in competition with all other candidates for promotion to that rank.
