711:10 hrs. FELICITATIONS TO DEPUTY-SPEAKER Title: Shri Charanjit Singh Atwal was felicitated by the Members on his assuming the Chair of the Deputy Speaker of Fourteenth Lok Sabha.
THE PRIME MINISTER (DR. MANMOHAN SINGH): Mr. Speaker, Sir, it gives me a great pleasure to felicitate Shri Charnjit Singh Atwal on his unanimous election to the august office of the Deputy-Speaker of the Lok Sabha.
Apart from the great sense of satisfaction of our being able to elect yourself, Sir, as well as the Deputy-Speaker, Shri Atwal unanimously, all of us share in the added pleasure that the deliberations of this House will be guided by such able and distinguished parliamentarians. Shri Atwal had not only presided over the proceedings of the Punjab Legislative Assembly for five years but he had also been an active Member of both the Legislative Assembly and our Parliament.
Mr. Speaker, Sir, Shri Atwal’s long association with the Commonwealth Parliamentary Association and his active participation in international conferences of parliamentarians and legislatures has given him a truly global vision. Members of this House will benefit enormously from his understanding and appreciation of parliamentary practices and procedures. This House has many first-time Members and they along with all of us will look to senior Members like Shri Atwal for guidance and advice in our collective effort to ensure the smooth functioning of this august House.
Mr. Speaker, Sir, I once again compliment Shri Atwal. I also offer him my best wishes along with the assurances of closest cooperation from the United Progressive Alliance, our Party and myself.
THE MINISTER OF DEFENCE (SHRI PRANAB MUKHERJEE): Mr. Speaker, Sir, I join the hon. Prime Minister in congratulating Shri Charnjit Singh Atwal for adorning the office of Deputy-Speaker of this House. The unanimous elections of the hon. Speaker and of the hon. Deputy-Speaker speak of the maturity of our democracy.
As it has been correctly pointed out, Shri Atwal has a very wide experience as Presiding Officer, as he had to handle the Punjab Legislative Assembly as the Speaker. As a Member of this House, he has made his own contribution. In various international parliamentary fora he has made his presence felt. I have no doubt that on assuming this august office, he will guide the deliberations of the House and he would give his advice and guidance which is needed to a large number of Members, including me, who have been elected to this House for the first time.
Once again I take this opportunity of congratulating him and assuring him of the fullest co-operation from our side.
श्री लाल कृष्ण आडवाणी (गांधीनगर):माननीय अध्यक्ष महोदय, सम्माननीय प्रधान मंत्री जी और सदन के नेता ने जो अपने विचार प्रकट किये हैं, उनके विचारों के साथ मैं अपने को सम्बद्ध करते हुए सरदार चरणजीत सिंह अटवाल जी को उपाध्यक्ष बनने पर हार्दिक बधाई देता हूं। मुझे लगता है कि अटवाल जी के चुनाव से पहले जिस परम्परा का आरम्भ सदन में आपके चुनाव से हमने किया, उसी को हमने आगे बढ़ाया है। आपके चुनाव से पहले जो अध्यक्ष बने, वे भी निर्विरोध बने थे लेकिन निर्विरोध बनने में और सर्वसम्मति से अध्यक्ष बनने में थोड़ा अंतर है। आपको सर्वसम्मति से अध्यक्ष चुनकर और आज श्री चरणजीत सिंह अटवाल जी के केस में भी उनको सर्वसम्मति से उपाध्यक्ष चुनकर हमने इस परम्परा का पालन किया है। बहुत बार इस उच्च पद पर बैठने वाले लोग पहली बार यह दायित्व संभालते हैं, लेकिन अटवाल जी उनमें से नहीं हैं। वे पंजाब विधान सभा में स्पीकर रह चुके हैं, अध्यक्ष रह चुके हैं। इस कारण इस स्थान पर बैठकर सदन का संचालन करने का उनको अभ्यास है। एक बार पहले भी आठवीं लोक सभा में वे रोपड़ से चुने गये थे और इस बार फिल्लौर से चुने गये हैं। तब भी उन्होंने शैडयूल्ड कास्ट, शैडयूल्ड ट्राइव्ज और बैकवर्ड क्लास की जो कमेटी थी उसमें उन्होंने बहुत योगदान दिया। समाज के पिछड़े हुए वर्गों के प्रति उनकी जो लगन रही है, उनकी जो उन्होंने सेवा की है, उसके कारण भी वे अपने दायित्व को प्रभावशाली ढंग से निभा पायेंगे, ऐसा मुझे विश्वास है। मैं अपनी ओर से, अपने दल की ओर से उनको बधाई देता हूं और विश्वास दिलाता हूं कि हमारा पूरा सहयोग उन्हें मिलता रहेगा।
SHRIMATI SONIA GANDHI (RAEBARELI): Mr. Speaker, Sir, let me add my words of greetings to Sardar Charnjit Singh Atwal for being elected as the new Deputy-Speaker. The Deputy-Speaker is a senior political personality and has had a distinguished career both in the Punjab Vidhan Sabha and in the Lok Sabha as well. He has also represented our country in a number of international fora. His range of interests and concerns is very wide. His meritorious record as a public figure is well-known. We, in this House, would look to him for guidance and I am sure, we shall all benefit by his experience.
Mr. Speaker, Sir, on my behalf and on behalf of my party, I wish to assure him of our fullest co-operation and we offer him our best wishes for a successful tenure.
श्री अटल बिहारी वाजपेयी (लखनऊ) : अध्यक्ष महोदय, श्री अटवाल जी के सर्वसम्मत निर्वाचन पर मैं उन्हें बधाई देता हूं और आपको विश्वास दिलाता हूं कि हम उनके सहयोग से सदन की कार्यवाही का ठीक तरह से संचालन करेंगे।
श्री बसुदेव आचार्य (बांकुरा):अध्यक्ष जी, आज श्री चरणजीत सिंह अटवाल लोक सभा के उपाध्यक्ष सर्वसम्मति से चुने गये हैं। हमारी ओर से, हमारी पार्टी की ओर से और हमारे तमाम प्लेटफाम्र्स की ओर से मैं उनको बधाई दे रहा हूं।
मैंयह आश्वासन देता हूं कि इस सभा को चलाने में हमारा जितना सहयोग चाहिए, वह हम लोगों की ओर से पूरा मिलेगा। श्री चरणजीत सिंह अटवाल संसदीय राजनीति में नए नहीं हैं। हम लोक सभा में एक साथ थे। हमने देखा है कि वह हर मामले में इस सभा में सक्रिय ढंग से भाग लेते थे। सबसे बड़ी बात यह है कि वह पंजाब विधान सभा के अध्यक्ष भी रह चुके हैं। उन्होंने पांच साल तक पंजाब विधान सभा का सफलता के साथ परिचालन भी किया। हम उम्मीद करते हैं कि वह लोक सभा के डैकोरम और डिग्निटी की रक्षा करेंगे। यहां जो आधा फीसदी नए सदस्य हैं, वह उनकी तरफ ध्यान देंगे। मैं उनकी हर तरफ से सफलता की कामना करते हुए उन्हें एक बार फिर सर्वसम्मति से उपाध्यक्ष चुने जाने पर बधाई और अभिनन्दन देता हूं।
SHRI A. KRISHNASWAMY (SRIPERUMBUDUR): Sir, Sardar Charnjit Singh Atwal has been elected as the hon. Deputy-Speaker of this august House. I congratulate him on behalf of my party, DMK, on behalf of my party leader, Dr. Kalaignar Karunanidhi and also on my own behalf.
Sardar Charnjit Singh Atwal has served as the Speaker of the Punjab Legislative Assembly and has been a Member of the Executive Committee of the Commonwealth Parliamentary Association. Moreover, he is a well experienced parliamentarian as he had been a Member in the Eighth Lok Sabha also. He had proved his ability as the Speaker of the Punjab Legislative Assembly. He is a widely travelled person, professionally qualified in law and a social worker in real sense.
Sir, I have been elected from a reserved constituency, Sriperumbudur of Tamil Nadu. I am very proud that a member of the dalit community has been elected to occupy the highest Chair of this House.
I hope that Sardar Charnjit Singh Atwal will be successful Deputy-Speaker of the Fourteenth Lok Sabha. I once again congratulate him, convey him my good wishes and assure him of our fullest cooperation.
रसायन और उर्वरक मंत्री तथा इस्पात मंत्री (श्री रामविलास पासवान) :अध्यक्ष जी, श्री चरणजीत सिंह अटवाल के सर्वसम्मति से उपाध्यक्ष के पद पर चुने जाने पर मैं अपनी और अपनी पार्टी की ओर से उन्हें बहुत-बहुत बधाई देना चाहता हूं। हमारा उनके साथ बहुत पुराना सम्बन्ध रहा है। हम लोगों ने अऩुसूचित जाति, जनजाति और समाज के कमजोर वर्ग के लोगों के हितों के लिए एक मच पर एक साथ बैठ कर उनकी रक्षा करने का काम किया। मुझे खुशी है कि इन्होंने पंजाब के स्पीकर की हैसियत से एक बार नहीं, दो बार नहीं, पांच-पांच बार पूरे देश के अनुसूचित जाति, जनजाति के एमपीज और विधायकों की बैठक बुलायी थी और उनमें हम लोगों ने कुछ निर्णय लिए थे। मुझे खुशी है कि कॉमन मीनिमम प्रोग्राम में सारी चीजें परिलक्षित हो गई हैं।
अध्यक्ष जी, हम चाहते हैं कि आपके और इनके नेतृत्व में उन सारे कार्यक्रमों को संसद में लागू किया जाए। इन्हीं शब्दों के साथ मैं उन्हें बहुत-बहुत बधाई देता हूं। मेरी हार्दिक शुभकामनाएं सदा आपके साथ हैं।
श्री देवेन्द्र प्रसाद यादव (झंझारपुर) :अध्यक्ष महोदय, मैं अपनी, अपनी पार्टी और अपनी पार्टी के सुप्रीमो श्री लालू प्रसाद की ओर से श्री चरणजीत सिंह अटवाल के सर्वसम्मति से और निर्विरोध उपाध्यक्ष चुने जाने पर उन्हें हार्दिक बधाई देना चाहता हूं।
इस प्रकार सर्वसम्मति से चुने जाने की परिपाटी से संसदीय लोकतंत्र को बल मिला है। इससे एक स्वस्थ परम्परा की नींव मज़बूत हुई है। मुझे आशा ही नहीं, पूर्ण विश्वास है कि उपाध्यक्ष महोदय इस न्याय के आसन पर बैठकर अपनी न्याय बुद्धि से पूरी तरह निष्पक्षता बरतते हुये सदन की गरिमा को बनाते हुये सदन का सुचारू रूप से संचालन करने में सफल होंगे। इस कार्य में हमारी पार्टी का पूरा सहयोग होगा।

His experience as the Speaker of Punjab Assembly and his association with members of national and international fora should help the Members of this House a lot.

श्री चन्द्रकांत खैरे (औरंगाबाद, महाराष्ट्र) : अध्यक्ष महोदय, सरदार चरणजीत सिंह अटवाल सर्वसम्मति से उपाध्यक्ष चुने गुये हैं, मैं शिवसेना पार्टी की ओर से उन्हें बधाई देता हूं। एन.डी.ए. की ओर से माननीय अटल बिहारी वाजपेयी, श्री आडवाणी जी, श्री जॉर्ज फर्नान्डीज ने अलायंस के घटक दल को इस पद के लिये मौका दिया है, इसके लिये मैं माननीय बालासाहेब ठाकरे, जो शिवसेना के प्रमुख हैं, की ओर से उन्हें बधाई देता हूं।
अध्यक्ष महोदय, श्री अटवाल बहुत ही अनुभवी हैं। पंजाब विधानसभा के अध्यक्ष के रूप में उन्होंने पिछड़ी जातियों के लिये अच्छा काम किया है और यहां सांसद भी रहे हैं। उनके बुद्धिवान होने के कारण, मैं उनसे उम्मीद करूंगा कि जिस प्रकार श्री पी.एम.सईद, उपाध्यक्ष होने के नाते हमें बोलने का मौका देते थे, उसी प्रकार वह भी हमारी पार्टी को बोलने का अवश्य मौका देंगे। हम भी उन्हें सहयोग देते रहेंगे।

SHRI BRAJA KISHORE TRIPATHY (PURI): Mr. Speaker, Sir, it is a proud privilege for me and for my Party, the Biju Janata Dal, to felicitate Shri Charnjit Singh Atwal, who has been rightly chosen as the Deputy-Speaker of this august House. Shri Atwal has a long standing experience as the Speaker of the Punjab Legislative Assembly. He has the privilege of long experience which will facilitate him as the Deputy-Speaker in running this House.
I, on my behalf and on behalf of my Party, assure him full support in conducting the business of this House and also assure him to help in maintaining the decorum and dignity of this House. I wish him all success.

श्री नीतीश कुमार (नालन्दा):अध्यक्ष महोदय, मैं अपनी ओर से और अपनी पार्टी की ओर से श्री अटवाल जी के आज सर्वसम्मति से उपाध्यक्ष पद पर निर्वाचित होने पर बधाई देना चाहता हूं। आज लोक सभा का द्ृश्य बहुत सुन्दर है। माननीय प्रधान मंत्री जी के आसन के ठीक सामने उपाध्यक्ष महोदय के बैठने की जगह होती है। जब हम दोनों तरफ पगड़ी देखते हैं तो बड़ी प्रसन्नता होती है।
अध्यक्ष महोदय, अभी कुछ दिन पहले ही आपका सर्वसम्मति से निर्वाचन हुआ था। इसी प्रकार उपाध्यक्ष के पद का सर्वसम्मति से निर्वाचन होऩे से एक नई परम्परा की शुरुआत हो रही है। लेकिन अध्यक्ष महोदय आपने उस दिन कहा था कि मैं लैफ्टिस्ट हूं, इसलिए हमेशा लैफ्ट की तरफ झुका रहूंगा। आपके लैफ्ट में हम लोग हैं मगर कल आप इधर झुके हुए नहीं थे। हम आपसे आग्रह करेंगे कि आप अपने वचन पर कायम रहेंगे।…( व्यवधान)

श्री सुखदेव सिंह ढींडसा (संगरूर) : माननीय अध्यक्ष जी, मुझे डबल खुशी हो रही है क्योंकि आज सर्वसम्मति से मेरी पार्टी के एक लीडर को डिप्टी स्पीकर चुना गया है। आप भी सर्वसम्मति से अध्यक्ष पद पर चुने गये और डिप्टी स्पीकर की पोजीशन भी सर्वसम्मति से दी गई है। मैं माननीय श्री अटल बिहारी वाजपेयी जी, आडवाणी जी, शिवसेना, जे.डी.(यू.) और हमारे सारे एलाइज का आभारी हूं कि आपने हमारी छोटी पार्टी को डिप्टी स्पीकर के पद के लिए चुना है।
इसके अलावा मैं कहना चाहता हूं कि श्री चरणजीत सिंह अटवाल ने एक दलित परिवार में पैदा होकर एल.एल.बी. की और उसके बाद इन्होंने पंजाब में सेवा की, जहां यह पंजाब, विधान सभा के स्पीकर रहे। हम लोग बहुत समय से एक साथ एक पार्टी में काम कर रहे हैं। हम लोग पोलटिकल अफेयर्स कमेटी में इकट्ठे हैं। हमारे प्रेसीडैन्ट, सरदार प्रकाश सिंह बादल ने भी इनके चयन के लिए रिक्वैस्ट की, मैं उनका भी आभारी हूं। मैं प्रधान मंत्री जी, लीडर ऑफ दि हाउस और दूसरी सभी पार्टियों का भी आभारी हूं कि उन्होंने सर्वसम्मति से हमारे नेता को डिप्टी स्पीकर चुना है। क्योंकि आप हमारी पार्टी से हैं, इसलिए मैं अपनी पार्टी की तरफ से आपको आश्वासन देता हूं कि हम हमेशा आपके साथ रहेंगे।

SHRI M. RAMADASS (PONDICHERRY): Hon. Speaker, Sir, it is a matter of privilege for the Pattali Makkal Katchi of Tamil Nadu to felicitate the Deputy-Speaker Atwal ji. His election augurs well for the Lok Sabha. It is a matter of satisfaction for all of us that for the second time, the Fourteenth Lok Sabha has exhibited consensual approach – first in your election as the Speaker and, second, in the election of the Deputy-Speaker of the Lok Sabha. We have exhibited the highest tradition of democracy by choosing a Member from the Opposition as the Deputy-Speaker of the House and the Speaker from the ruling coalition. The election of Atwal ji has got a social implication also. By choosing a Member of thedalit community, we are sending a right signal to the people of this country and also inspiring the confidence of the people at large.
He is a very sincere and dedicated parliamentarian, having exhibited all the qualities of head and heart in the past and we hope that, with his experience, he would be able to supplement your efforts and contribute richly to the deliberations of this House.

अध्यक्ष महोदय, अध्यक्ष पद के लिए आपका निर्वाचन सर्वसम्मति से और निर्विरोध हुआ और इसके बाद उपाध्यक्ष का चुनाव भी हम लोगों ने सर्वसम्मति से किया, यह बहुत बड़ी बात है। यह एक ऐतिहासिक घटना इस माननीय सदन में घटी है जो हमारे लिए खुशी की बात है। मैं उपाध्यक्ष महोदय को यह आश्वासन देना चाहता हूँ कि हमारी पार्टी की ओर से उन्हें पूरा सहयोग मिलेगा और जो तूफान इस सदन में उठेंगे, उन तूफानों को कारगर रूप से शांत करने का काम उपाध्यक्ष के रूप में आप कर सकेंगे। आप अध्यक्ष महोदय की मदद भी सफलतापूर्वक कर सकेंगे एवं अपने कर्तव्यों का निर्वहन करने में भी आपको सफलता मिलेगी। आपकी सफलता की कामना करते हुए मैं अपनी बात समाप्त करता हूँ।

कुमारी ममता बैनर्जी : अध्यक्ष महोदय, मैं कांग्रेस पार्टी और रूलिंग अलायंस को बधाई देना चाहती हूँ कि अटल जी ने जो मोशन प्रपोज़ किया है, उसका सभी ने समर्थन किया। पिछली लोक सभा में भी मुझे याद है कि जब एनडीए की सरकार सत्ता में थी तो श्री पी.एम.सईद जी को भी हमने कनसैन्सस से डिप्टी स्पीकर बनाया था।
आज मुझे रवीन्द्रनाथ टैगोर के राष्ट्रीय गान की एक पंक्ति याद आती है। जब उन्होंने राष्ट्रीय गान लिखा था तो उन्होंने कहा था - "पंजाब, सिंधु, गुजरात मराठा, द्राविड़, उत्कल बंग।"रवीन्द्रनाथ टैगोर ने पंजाब से शुरू किया था और पंजाब के डिप्टी स्पीकर बनने से हमारे देश की इज्ज़त आज बहुत बढ़ गई है। …( व्यवधान)

SHRI ASADUDDIN OWAISI : Sir, this is the success of our Indian Parliamentary democracy that we have the Prime Minister, the President and the Deputy-Speaker belonging to minority communities. I can only say, ‘Long live Indian secularism, long live secular forces’.
I would once again like to congratulate the Deputy-Speaker, and I hope that just as this august House has a Parliamentary Committee on Scheduled Castes, Scheduled Tribes and Backward Classes, during his tenure-ship of Deputy-Speaker, this House will form a parliamentary committee for Minorities.
Lastly, I would like to say that this is a solemn occasion and very kind words have been spoken, but yesterday, as a new elected Member, I was very pained to hear some Members casting aspersions on the Chair. I take strong objection to that… (Interruptions)

I am also extremely happy that the entire House and the bigger political parties have reposed confidence on a person belonging to a regional party, Shiromani Akali Dal. Being a Member of a regional party, I express my sincere thanks to the entire House on his election as the Deputy-Speaker. On behalf of my party, I also assure our fullest cooperation to Shri Atwal and wish him a successful tenure in this House.
कोयला और खान मंत्री (श्री शिबू सोरेन) : अध्यक्ष महोदय, श्री चरणजीत सिंह अटवाल जी के निर्विरोध उपाध्यक्ष चुने जाने पर मैं अपनी ओर से तथा अपनी पार्टी की ओर से बधाई देते हुए आश्वस्त करना चाहता हूं कि मेरे दल के लोगों का उन्हें पूरा समर्थन मिलेगा।
महोदय, विशेष ध्यान देने की बात यह है कि हमारी पार्टी क्षेत्रीय पार्टी है और हमेशा देश में नीचे के तबके के लोगों की बात बराबर सदन में कही जाती है। उसी के लिए यहां विवाद होता है और कानून बनते रहते हैं। आपके उपाध्यक्ष पद पर आसीन होने की वजह से हमें आशा है कि जितने भी इस प्रकार के सांसद इस सदन में बैठे हैं, उनके ऊपर आप अवश्य ध्यान देंगे क्योंकि उनका जीवन चरित्र उसी प्रकार का है जिस प्रकार का इस देश के उपेक्षित लोगों का है, जिनकी बात सुनी नहीं जाती है, जिन पर कोई ध्यान नहीं दिया जाता है। मुझे पूरा भरोसा है कि आप ऐसे लोगों की बात को पूरी तरह से सुनेंगे, उन पर ध्यान देंगे और उन्हें अपनी बात कहने का पूरा मौका देंगे।
श्री रामदास आठवले (पंढरपुर):अध्यक्ष महोदय, श्री चरणजीत सिंह अटवाल जी को सर्वसम्मति से उपाध्यक्ष का पद मिला है, इसलिए मैं अपनी ओर से और अपनी रिपब्लिकन पार्टी आफ इंडिया की ओर से उन्हें इस पद पर सर्वसम्मति से निर्वाचित होने पर हार्दिक बधाई देता हूं।
महोदय, मुझे एवं मेरी पार्टी के लोगों को इस बात की बहुत खुशी है कि एक शेडयूल्य कास्ट परिवार के व्यक्ति को इस पद पर आसीन किया गया है। वे पंजाब के अटवाल हैं और मैं महाराष्ट्र का आठवले हूं। एक बहुत अच्छी बात यह है कि श्री जी.एम.सी. बालयोगी भी शेडयूल्डकास्ट थे जो यहां स्पीकर रहे और आज आप उपाध्यक्ष बने हैं। यह हमारे लिए अत्यन्त प्रसन्नता की बात है।
महोदय, अगर आप यहां होते, तो उपाध्यक्ष पद के लिए आपका नाम इधर से जाता, लेकिन आप यहां नहीं हैं, वहां हैं। इसलिए माननीय अटल जी और आडवाणी जी ने आपके नाम का प्रस्ताव और अनुमोदन किया। हाउस का पूरा सहयोग आपके लिए रहेगा क्योंकि हमें सरकार चलानी है और हमें यदि सरकार चलानी है, तो आपको सहयोग देना ही होगा।
हमारे सहयोग की कोई प्रोबलम नहीं है। सभी लोगों का आपको सहयोग चाहिए, नहीं तो हाउस चलाना मुश्किल हो जाएगा।
अध्यक्ष महोदय, इस हाउस को चलाने के लिए हमारी पार्टी पूरा-पूरा सहयोग देने का प्रयत्न करेगी। हमारे यहां के सभी लोग आपको बधाई देते हैं। आप अच्छी तरह हाउस चलाएं। यह सरकार पांच साल तक चलने वाली है, इसमें कोई प्रोबलम नहीं है। आप भी पांच साल तक यहां के उपाध्यक्ष रहेंगे, इसके लिए मैं आपको हार्दिक बधाई देता हूं। आप इस हाउस का काम-काज अच्छी तरह चलाएंगे, लोगों की भलाई करने के लिए, एससी, एसटी का भला करने के लिए, जब-जब इस तरह के इशुज़ आएंगे, तब-तब आप मुझे ज्यादा से ज्यादा बोलने का मौका देंगे तो हाउस ठीक चलेगा। मैं अपनी पार्टी की ओर से आपको पुन: बधाई देता हूं।
SHRI P.C. THOMAS (MUVATTUPUZHA): Sir, on behalf of Indian Federal Democratic Party, I would like to extend full support and also to congratulate hon. Charnjit Singhji on his elevation as the Deputy-Speaker of this august House.
Sir, I feel that he will be a strong pillar to support you in holding the dignity of this House. I am sure, with his valour and with his patriotism and with the valour and patriotism of the Sikh community, I think this is an honour which has been given to the Sikh community also. I feel proud of it and I feel very happy that a unanimous election has taken place for the post of Deputy-Speaker.
SHRI P.A. SANGMA (TURA): Mr. Speaker, Sir, first of all, I would like to congratulate the Prime Minister and the Treasury Benches for having conceded this position to the Opposition Benches. They have kept the good tradition of the parliamentary democracy. Having conceded this position to the Opposition Benches, the BJP, being the largest party in the NDA, could have taken this post to themselves. They did not. This gesture of accommodation and recognition to the smaller partners is itself a very great thing. Therefore, let me also congratulate BJP, particularly the former Prime Minister Shri Vajpayee, to whom the decision was left. Let me congratulate Akali Dal for this honour and I thank Akali Dal for having chosen Shri Atwal as their candidate.
I think there are a very few Members in this House who know Shri Atwal as I do because we had the opportunity of serving as the members of the Executive Committee of the Commonwealth Parliamentary Association for a long time. I have always been proud of Shri Atwal in the international conferences. His dignified way of dealing and presenting things before the CPA Conference, particularly in the Executive Committee, was acknowledged by international audience. We had occasions of visiting different parts of the world together, being members of the Executive Committee, and whenever I was not able to attend certain meetings because of some other assignment given to me, I was always confident that Atwalji would be there to represent India in a very very dignified manner.
Today, I personally feel proud, I personally feel very happy because having seen his performance in the international forum, he richly deserves this position.
My heartiest congratulations and I wish him all the best and success. Thank you.
SHRI VANLAL ZAWMA (MIZORAM): Mr. Speaker, Sir, thank you very much for giving me this opportunity.
I, on behalf of my Party, Mizo National Front of Mizoram, and on my behalf, would like to congratulate Shri Charnjit Singh Atwal on being elected as the Deputy-Speaker of this august House. We all come to know that he had experience in Parliament as well as in the State Assembly. I hope this will be fruitful for me and also for other Members of this august House.
What I would like to point out today is that even a Member of a smaller Party like Akali Dal has a chance to become the Deputy-Speaker of this august House and hold a very important post. In my opinion, it is a very important event.
Taking this opportunity, Mr. Speaker, Sir, on my behalf and on behalf of my Party, Mizo National Front, I would like to congratulate you, Sir, on becoming the Speaker because on that day I had no chance to congratulate you.
MR. SPEAKER: Hon. Prime Minister, hon. Leader of the Opposition and hon. Members, today we are happy to have been able to unanimously elect Shri Charnjit Singh Atwal, a Member of this House and former Speaker, Punjab Vidhan Sabha to the high office of the Deputy-Speaker of the Fourteenth Lok Sabha. On this occasion, I am glad to extend my heartiest felicitations to him on being elected to the office of the Deputy-Speaker.
May I also take the pleasure of warmly congratulating the Leaders of all political Parties and Groups in facilitating the unanimous election of Shri Atwal as the Deputy-Speaker cutting across all Party affiliations in keeping with the time tested convention of this august House. I am convinced that such a democratic spirit along with an inspiring solidarity would pave the way for the smooth functioning of the House.
Hon. Members, the Fourteenth Lok Sabha is all set with a renewed commitment to democratic norms and values. Yet another mandate in favour of the coalition governance makes us realise that our people believe in the ideology of inclusiveness with the ultimate objective of welfare, progress and development of all. We all owe our presence here to the people of our country who have bestowed on us the great responsibility of giving them a peaceful, progressive and prosperous India.
The efficacy of any democracy largely depends on the vibrancy of the Legislature. This, in turn, makes free and fearless discussions on the floor of the Legislature, the most effective instrument, for the success of the system. Only a balanced projection of the Parliament in action can encourage a healthy culture for healthy debates. In this, the Presiding Officers of Legislative Bodies can play a crucial role by discharging the great responsibility of ensuring freedom of thought and expression to all shades of opinion represented in the House. We, in fact, are required to be the custodians of the rights and privileges of the Members as well as the very fundamentals of our polity. We have to protect as well as discipline the freedom towards making our system responsive to genuine grievances and difficulties voiced in the House. We have to ensure that our Legislature works as a great integrator bringing together the diverse interests and forces of the society with mutual respect and civility.
It is against this backdrop that Shri Charnjit Singh Atwal has been unanimously elected to the office of the Deputy-Speaker. It is a great tribute to the goodwill, intellect and varied contributions throughout his political career. Hailing from the vibrant State of Punjab and representing the Phillaur constituency in the State, Shri Atwal was elected as a member of the Punjab Vidhan Sabha in 1977 and was elected to the Eighth Lok Sabha in 1985. Having actively guided the multifarious activities of the Punjab Vidhan Sabha as its Speaker, Shri Atwal would certainly give us the privilege of benefiting from his experience of conducting the proceedings of the House in a disciplined manner. His unopposed election to this august office would certainly add to the dignity of the office as well as that of this august House.
We earnestly believe that his deep insight and wide experience in the field of social equality, upliftment of the weaker sections and development of the rural society would immensely contribute to the enrichment of parliamentary debates.
I am sure that with his political acumen in dexterity and longstanding experience, Shri Atwal will certainly carve out a niche for himself in the history of parliamentary democracy.
Shri Atwalji, I once again congratulate you and wish you the very best in carrying out the tasks ahead of you with firmness and persuasiveness. It is my firm belief that both me, as the Speaker, and you, as the Deputy-Speaker, would make a good team in maintaining the independence of thinking, action and conduct on the floor of the House in a more dignified and decorous manner. As a matter of fact, Bengal and Punjab are natural allies. May I look forward to working in close co-operation with you towards strengthening and taking our Parliament to greater heights thereby making our nation proud of our democratic system! SHRI CHARNJIT SINGH ATWAL (PHILLAUR): Sir, first of all, I thank Almighty God who has blessed me with this opportunity to address this august House as the Deputy-Speaker.
Hon. Speaker, Shri Somnath Chatterjee, hon. Prime Minister, Dr. Manmohan Singhji, hon. Leader of the Lok Sabha, Shri Pranab Mukherjee, hon. Leader of the Opposition, Shri L.K. Advaniji, hon. leaders of the other parties and hon. Members, it is indeed a great honour for me to be felicitated by you all on my assumption of the office of the Deputy-Speaker. By electing me unanimously to this high Constitutional position, the Members of Lok Sabha have bestowed a great honour on me. I thank every one of you wholeheartedly for this honour. I am really overwhelmed by the warm references made about me. In fact, I do not know how to express my feelings. I can only say that I accept the responsibility entrusted to me with all humility. I shall strive hard to uphold the trust that has been reposed in me.
Friends, though I have been elected as the Deputy-Speaker of this House for the first time, I am not new to parliamentary institutions and parliamentary procedures. I have been a Member of this House and have had the privilege of serving as the Speaker of Punjab Vidhan Sabha. My personal experience and rich traditions maintained by my predecessors will guide me in performing my duties and upholding the dignity of this august office.
I take this opportunity to heartily congratulate Shri Somnath Chatterjee, you, Sir, on having been elected unanimously to the office of the Speaker of Lok Sabha. I assure you, Sir, that you will always have my fullest co-operation in running this hon. House.
I also extend my warm and hearty felicitations to all the hon. Members who have had the privilege and honour of being elected to this House, which is the popular chamber of the largest working democracy in the world. I am sure I can always count on your co-operation in the discharge of my duties efficiently and impartially.
Friends, legislatures are the institutions of democracy through which we seek to serve the people. Being the supreme representative institutions of the people, they should work as role models for other institutions and organisations in the country and maintain high standards of work, discipline and decorum. I believe that the credibility of the Legislature is intimately related to the role and conduct of its Members.
12:00 hrs. As people’s representatives, they are expected to observe very high standards of decorum both inside and outside the Legislature and to help maintain its sanctity.
Debates and discussions are the lifeblood of Parliamentary democracy. Therefore, all sections of this House need to be given opportunities to express their views so that different shades of opinion could be placed before this hon. House on the matter under discussion.
In the era of coalition government, management of the time of the House is very crucial and orderly conduct of the House is a challenging task. On many occasions, the differences of opinion among leaders and Members on some contentious issues lead to a deadlock, which, I think, could be resolved by holding regular consultations and meetings with the leaders of all political parties and groups.
We are all representatives of the people and it is the duty of each one of us to conduct ourselves in a manner which would enhance the dignity of this august House and enable it to function effectively.
Hon. Members, despite having made considerable progress since Independence, our country is still confronted with problems of poverty, unemployment, socio-economic disparities, etc. If we have to provide dignified existence to our people, these problems are to be discussed and solved in this House. The examples of the selfless service rendered by the Father of the Nation Mahatma Gandhi and struggle for social justice and dalit empowerment undertaken by Dr. Ambedkarji, one of the founders of our Constitution, would always inspire us in our own efforts to bring about an improvement in the lives of our poor and down-trodden countrymen.
Parliament reflects the hopes and aspirations of the people and offers meaningful advice, guidance and suggestions to the Government in accomplishing its role of all-round development of the nation. In this task, the role and contribution of every Member of Parliament is very crucial.
Hon. Members, I shall look forward to your co-operation in conducting the business of the House smoothly. As the Deputy-Speaker of the House, it would be my foremost duty to protect the rights and privileges of hon. Members.
I thank all the Members of this august House, which is the sanctum sanctorum not only of the Indian democracy but also of all democracies of the world. By thanking you all Members, I also thank the people of the great nation who have bestowed faith in you in order that with your representation you would make the Constitution fairer and fairer, so that the quality of life is considerably improved.
With these words, I once again thank all of you for the trust reposed in me.
