Section 33(a) in The Bar Council of Bihar Election Rules, 1968
(a)The Presiding Officer, shall, as soon as practicable deliver the Steel-Box so fastened to the Returning Officer at Patna either personally or through a responsible person duly authorised in writing by him to do so.
