Section 6(a) in The Port Rules for the Port Of Visakhapatnam
(a)All vessels taking in or discharging ballast or any particular kind of cargo such as ammunition or other xplosive, kerosene oil, bones, coral or other offensive articles and timber within the limits of the port shall do so only at such station as may be set apart from time to time by the Port Conservator.
