- The Up-Adhyaksha shall -(a)in the absence of the Adhyaksha, preside over and regulate the meetings of the Zilla Panchayat;(b)exercise such of the powers, perform such of the functions and discharge such of the duties of the Adhyaksha and theAdhyaksha may, from time to time, delegate to him by order in writing.Provided that the Adhyaksha may at any time withdraw all or any of the powers, functions and duties so delegated to the Up-Adhyaksha;(c)during the absence of the Adhakshya, exercise all the powers, perform all the functions and discharge all the duties of Adhakshya.
