Section 80(1) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(1)No person in the employment or pay of a Municipal Council shall directly or indirectly engage in the canvassing for votes or otherwise assist in the election of any candidate to the Municipal Council except by giving his own vote.
