Section 1(3) in The U.P. Electricity Supply (Consumers) Regulations, 1984
(3)Unless otherwise provided in any individual contract, all the provisions of these Regulations shall apply to all kinds of electrical supply to all classes of consumers as if they were part of contract between the Board and the Consumer.
