Section 5(iii) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(iii)If the pay of a member of the service in the existing pay scale exceeds Rs. 400/- his initial pay in the revised pay scale shall be fixed at a stage corresponding to his pay in the existing pay scale, and in case there is no equal stage in the revised pay scale, the initial pay shall be fixed at a stage next above his pay in the existing pay scale;
