Section 29(1) in The Rajasthan Subordinate Co-Operative Service (Class I) Rules, 1955
(1)Subject to the directions of the Government, if any, substantive appointments to the posts of Inspectors Grade I, shall be made by the Registrar, on the basis of seniority-cum-merit in accordance with rule 27-A:-(i)by promotion of Inspectors Grade II;(ii)by promotion of Village Level Workers (Selection Grade):Provided that the number of posts of Inspectors Grade I to be filled by promotion of Village Level Workers (Selection Grade) at any time shall not exceed 10% of the posts of Co-operative Extension Officers.
