Section 113(3)(a) in Tamil Nadu Educational Rules

(a)A certificate in the form prescribed (Appendix 20-A) from a Civil Surgeon or other medical authority accepted, in the case of colleges by the Principal, and in the case of schools by the District Educational Qfficer or the Inspectress of Schools.
