3.
No consumer receiving supply of electrical energy from any of the licensees and consuming or using electrical energy for any of the purposes specified in column 1 of Schedule 'F' hereto annexed shall consume or use during any month electrical energy in excess of the ceiling specified opposite thereto in column 2 of that Schedule (hereinafter referred to as "the monthly ceiling").
