Section 13(1) in The Orissa Standard of Weights and Measures (Enforcement) Rules, 1993
(1)Every manufacturer or repairer of, or dealer in weight or measure licensed under the act and these rule shall maintain a register in the appropriate form set out in Schedule IX, X and X-A, respectively.
