(1)The Municipal Commissioner or the Executive Officer, or any other agency authorized by him in this behalf, or any person appointed by the State Government in this behalf, may, for the purpose of inspecting or repairing or executing any work in, upon, or in connection with, any waterworks, drainage or sewerage at all reasonable times, -(a)enter upon, and pass through, any land within or outside the municipal area, adjacent to, or in the vicinity of, such waterworks, in whomsoever such land may vest, and(b)convey into and through any such land all necessary materials, tools and implements.
