Section 2(y) in The Central Government General Pool Residential Accommodation Rules, 2017
(y)"transfer" means a transfer from the present working place where the accommodation is allotted to any other working place or from an eligible office to ineligible office and includes a transfer or reversion to service under a State Government or a Union territory administration and include deputation to a post in an ineligible office or organisation.
