(2)If the number of contesting Trade Unions is reduced to one owing to withdrawal of candidature after announcement of an election in terms of rule 6, no poll shall be taken and the Registrar shall proceed to issue a certificate to the said Trade Union directing its recognition by the employer as the sole bargaining agent of the industrial establishment or the class of industry in the local area, as the case may be. in Form M.
