(2)For the convenience of election, the prescribed authority shall, in accordance with such rules as may be prescribed in this behalf by the Government ; -(a)divide area of the Zilla Parishad into territorial constituencies in such manner that population of each constituency, shall as far as practicable, be the same throughout the Zilla Parishad.
