(d)As each voter enters the polling station, the Election Officer or the Polling Officer, as the case may be, shall issue aba Hot paper to him. No ballot paper shall be issued, if the Election Officer or the Polling Officer, as the case may be, is not satisfied that the voter concerned is the same person as noted in the voters' list furnished to him.
