Section 16(1)(b) in Punjab State Electricity Regulatory Commission (Open Access) Regulations, 2005

(b)Where a dedicated transmission system and/or a distribution system has been constructed for exclusive use of a long-term Open Access customer, the transmission charges and/or wheeling charges for such dedicated system shall be recovered entirely from such Open Access customer for such period till the surplus capacity is used for other persons or purposes.
