Section 25(3) in The Air (Prevention and Control of Pollution) Assam Rules, 1991
(3)The Government may declare in addition to the above, any specified area or areas as Air Pollution Control Area or Areas on the recommendation of the Board after it is satisfied for the need of such action to control air pollution.
