Section 7(1) in The Orissa (State) Council of Culture Rules, 1990
(1)The Chairman shall be nominated by the Government, for a term of three years ordinarily, from among the National awardees and other eminent cultural experts and administrators of national statute ; Provided that the office of the Chairman may also be held by the Minister, Culture, Orissa, ex-offico.
