Section 7 in The Orissa (State) Council of Culture Rules, 1990
7. Chairman.
(1)The Chairman shall be nominated by the Government, for a term of three years ordinarily, from among the National awardees and other eminent cultural experts and administrators of national statute ; Provided that the office of the Chairman may also be held by the Minister, Culture, Orissa, ex-offico.(2)The Chairman shall administer, direct and supervise the affairs of the State Council, with the assistance of the Member-Director.(3)In the exigencies of circumstances, the Chairman may take such actions as may be required for the furtherance of the objects of the State Council and place the matter before the Board in its next meeting for ratification.
