Section 33(4)(a) in Manonmaniam Sundaranar University Act, 1990

(a)Any member of the Syndicate may propose to the Syndicate the draft of a statute or of any amendment to, or of repeal of, a statute and the Syndicate may either accept or reject the draft, if it relates to a matter not falling within the purview of the Standing Committee on Academic Affairs;
