Section 6(1) in The M.P. Cotton Ginning and Pressing Factories Rules, 1962
(1)As soon as an area is notified under sub-section (1) of Section 2-B, the Collector of the District shall arrange for the election of the representatives of cotton growers and/or the owners of factories in the manner hereinafter prescribed.
