15. No right to appointment.
- The successful candidates shall ordinarily be considered for appointment to the post in order of merit determined by the Commission up to the number of posts to be filled in. The mere success in the Examination shall not itself confer any right to appointment and it shall be open to the appointing authority to drop a candidate, if after such inquiry, it is satisfied that the candidates is not suitable for public service.
