(4)Notwithstanding anything contained in sub-section (3) of section 3, during the period of repair and renovation, if any, of the administrative buildings, laboratories, hospital, students' hostel, staff quarters and other essential buildings, the University may function at Belgachia in Calcutta or Mohanpur in the district of Nadia or Junput in the district of Midnapore or at such other place as the concerned Department may decide, and the existing lands, buildings, libraries, laboratories, equipments, hospitals, hostels and staff quarters at any such place may be used for the purpose.
