Section 45(b) in Haryana Narcotic Drugs and Psychotropic Substances Rules, 1985
(b)the person purchasing, possessing and transporting poppy straw on behalf of the infirm or invalid person possess a written authority in Form No 15 from the infirm or invalid person to do so on him behalf, and the Chief Medical Officer has given his prior approval to such authorisation.
