Section 5(ii) in The Rajasthan Municipal Service (Revised Pay Scales) Rules, 1970
(ii)If the pay of a member of the service in the existing pay scale shall Rs. 400/- or below, his initial pay in the revised pay scale shall be fixed at a stage next above his pay in the existing pay scale;
