Section 9(a) in Kerala District Administration Act, 1979
(a)is an elector of any division in the district and makes and subscribes before the Returning Officer or any other person authorised by the Director of elections in that behalf an oath or affirmation according to the form set out for the purpose in the Second Schedule;
