Section 27(1)(b) in Mizoram (Finance and Accounts Service) Rules, 1991

(b)The relative seniority inter se of persons to be appointed by way of selection shall be determined on the basis of the order which their names are arranged in the the list prepared under sub-rule (3) of Rule 12 and persons recruited on.the basis of earlier selection being ranked senior to those recruited on the basis of later selection.
