Section 132(2) in The Punjab Motor Vehicles Rules, 1989
(2)No motor vehicle shall be permitted to be used which is so constructed that any axle, hub or hub cap projects laterally more than 102 milimeters beyond the rim of the wheel to which it is attached, unless the axle, hub or hub cap does not project laterally beyond the body or wings of the vehicle and is provided with an adequate guard.
