(10)He shall have, the powers to issue all notices convening meetings of all/any authorities and committees of which he shall be the Secretary, to keep minutes of meetings of all such Authorities and Committees. However, no meeting' shall be conveyed without the instructions of the Chancellor or the Governing Board.
