29. Cognizance of offence.
(1)No Court shall take cognizance of an offence punishable under this Act, except upon complaint in writing made by the Registrar or any other officer authorised by the Council in this behalf by general or special order.(2)No Court interior to that of a Magistrate of First Class shall try any offence punishable under this Act.
