(4)A resume of every discussion with the number of votes for any against such motion or amendment shall be recorded by the Secretary under the instructions of the meeting. A complete and accurate record shall be kept in the Minutes Book to indicate whether a member did not caste vote or voted for or against a proposition on a amendment.If a resolution is based on a certain report, letter or document substance of such report, letter of document shall be incorporated in the Minutes Book.
