Section 10(6) in Utkal University of Culture Act, 1999
(6)Subject to the provisions of this Act and the Statutes, the Vice-Chancellor shall have the power"(a)to make appointments to posts of non-teaching employees or to such posts as may be prescribed and specify their duties;(b)to suspend, dismiss or otherwise punish any non-teaching employee of the University; and(c)to take disciplinary action against students of the University:Provided that he may delegate any of his powers under this sub-section to the Registrar.
