Section 24(1) in The Punjab State Agricultural Marketing Board (Engineering Wing) Execution of Works Rules, 1979
(1)All materials such as steel, cement and bricks etc. proposed to be issued to a Contractor, shall be detailed in the Notice Inviting Tenders along with rates at which the same are to be supplied. No material other than those specified in the Notice Inviting Tenders shall be issued except with the prior approval of the Chief Engineer and that too in exceptional cases only.
