Section 85(1) in The Goa, Daman and Diu Secondary and Higher Secondary Education Rules, 1975
(1)The Board shall issue Eligibility Certificate to a student seeking admission in any recognised higher secondary school of this Board on his/her application in specified form alongwith required documents and on payment of specified fees. The Board shall issue such certificate as per the norms specified by the Board in this regard.
