Section 27(1) in Rajasthan State Dental Council Rules, 2008
(1)The Council shall ordinarily meet twice in a calender year in the month of February and September:Provided that: -(i)the president may call a special meeting at any time on 15 days' notice to deal with any urgent matter requiring the attention of the Council;(ii)the president shall call a special meeting on 15 days' notice if he receives, a requisition in writing signed by not less than one third of the total membership and stating the purpose for which they desire the meeting to be called such purpose being other than that mentioned in the first proviso to item (ii) of clause (a) of sub-rule (6) of Rule 27 and being a purpose within the scope of the Council's functions.
