Section 1(ii) in Orissa Stipendiary Engineers (Appointment and Conditions of Service) Instructions, 1991
(ii)They shall apply to the Stipendiary Engineers appointed under the Government of Orissa in pursuance of Planning and Coordination Department Resolution No. 19207 dated 22.9.1990.
