Section 2A(1) in The Shri Jagannath Temple Rules, 1960
(1)The Committee may, from time to time, co-opt persons not belonging to any of the categories referred to in Clauses (e), (f) and (g) of Sub-section (1) of Section 6 to be members of the Committee :Provided that at no time the total number of the co-opted members shall exceed four.
