Section 59(3) in The Global Open University (Nagaland) Act, 2006
(3)While making draft regulations which affect the powers, functions authority and other relating matters of officers, Councils, Committees, Boards, Employees etc., of the University, the Executive Council shall provide an opportunity of being heard to the affected parties.
